As a Consultant and Senior Program Evaluator, I was able to analyze the results of federal disbursements of many organizations around the world. For over ten years I worked with la cooperative d’animateurs et consultants (www.cacinternational.com), a respected, boutique monitoring and evaluation cooperative based in Montreal, Quebec. I served as an Executive Member of its Board of Directors and offered services in: program evaluation, strategic and business planning, institutional strengthening, research, and facilitation. In this capacity I completed evaluation mandates for a variety of clients including regular engagements for the former Canadian International Development Agency.

Mandates have included a wide scope of Poverty Reduction areas, with particular focus on Sustainable Economic Growth. My development field work has included Central and South America, the Caribbean, Africa, and Asia, as well as Pan-Canadian and US-based mandates; totaling nearly 30 countries. I work in: English, French, Italian, and some Spanish; I hold Canadian and European Union passports; Secret Security Clarence with Public Works and Government Services Canada. This international capacity building work has equipped me with experience in both post-disaster and conflict-plagued environments delving into active entrepreneur-driven economic growth initiatives.

I managed procurement, client relationships, contracts, budgets, and quality control. I utilized Results Based Management expertise with Logic Models, Performance Measurement Frameworks, Plans, Matrices, Ultimate Results, Strategic Outcomes, Outputs, Qualitative and Quantitative Performance Indicators, Benchmarks, Targets, and Risk Measurement and Mitigation Strategies. My mandates included the design of work plans, assessment strategies and tools, the collection of data nationally and internationally, analysis of data for key finding, success factors, limitations, lessons learned and offered client recommendations toward improved: cost-effectiveness, as well as, achievement, relevance, and sustainability of their results. I have been privileged to be welcomed into the businesses and kitchens of hundreds of micro, small, and medium-sized entrepreneurs around the world to discuss their business supports, capacity, and their business growth.
